Blue Cross of Idaho Foundation Launches New Rural Health Initiative, Hiring Dr. Robinson Beale to Lead the Program

MERIDIAN, ID, January 12, 2018 — The Blue Cross of Idaho Foundation for Health announced today the creation of a new initiative addressing healthcare in rural Idaho. This new initiative builds on the Foundation’s mission of building a healthier Idaho through engagement, partnership, and transformational solutions.

The innovative and collaborative initiative is led by Dr. Rhonda Robinson Beale, who moves from her current position as Senior Vice President and Chief Medical Officer at Blue Cross of Idaho into a new role with the Foundation as Chief Clinical Officer. In this position, she will work in conjunction with the Foundation’s current board and staff, as well as with stakeholders across the state, to create healthcare solutions focused on Idaho’s large rural population.

“Dr. Robinson Beale’s extensive knowledge in health care systems and quality improvement will be vital to the development of the Foundation’s new rural health initiative,” said Ralph Woodard, Chairman of the Blue Cross of Idaho Foundation for Health Board.

Dr. Robinson Beale is a seasoned health executive with over 30 years of experience in health care systems, managed care and quality improvement in behavioral health and medical care. She has served on many national boards, engaged with key committees/workgroups and has been significantly involved in influencing systems-level changes. She was part of think tank that created the Institute of Medicine reports, Crossing the Quality Chasm, To Err is Human, and many other nationally-recognized reports by the Institute.

Dr. Robinson Beale received her medical degree from Wayne State University and her psychiatric training at Detroit Psychiatric Institute. She is a Diplomat to the American Board of Psychiatry and Neurology and when in practice, she was a certified addictionologist through American Society of Addiction Medicine, (ASAM).

Blue Cross of Idaho Hires Dr. Daniel Meltzer as Chief Medical Officer

Dr. Daniel Meltzer will join Blue Cross of Idaho, the state’s leading health insurer, as the organization’s new chief medical officer on January 15, 2018. Meltzer was most recently with Practicing Excellence in San Diego, Calif. where he was the chief medical officer. He brings nearly 30 years of medical experience with extensive knowledge in improving healthcare for patients, expertise in digital health and outstanding internal leadership.

“Dr. Meltzer’s experience is ideal to help Blue Cross of Idaho transform healthcare for our members,” said Charlene Maher, chief executive officer for Blue Cross of Idaho. “He has a diverse background including 16 years as an emergency physician. Rising costs for care are being put upon health insurers and their members, but Blue Cross of Idaho is committed to leading the way toward new solutions. Dr. Meltzer has an outstanding track record of demonstrated success in the healthcare industry, and we are pleased to have him join our organization.” 

Meltzer holds a B.A. in biology from Brown University, a Master’s in Public Health in health services administration from San Diego State University Graduate School of Public Health and earned an MD from Boston University School of Medicine. He served his residency in emergency medicine at the University of California, San Diego. Meltzer, his wife Julie and son Noah currently live in San Diego.
